Born on the island of Puerto Rico, Frank Torres Rivera moved with his family to Cleveland, Ohio, where he graduated from high school. After completing his education, Mr. Torres joined the United States Marine Corps, serving his country with pride. Upon returning to Cleveland, he amassed over twenty years of experience in law enforcement and traffic control. Working in a bustling city like Cleveland equipped him with the skills to handle virtually all traffic control scenarios.

In the aftermath of Hurricane Maria, Mr. Torres returned to his homeland to assist in rebuilding efforts. Demonstrating exceptional competence, he was appointed as the primary project manager by The Army Corps of Engineers during the hurricane recovery phase. Collaborating with contractors such as Power Secure, Bird Electric, Foreman Electric, Utility Services, and PREPA, Mr. Torres successfully implemented traffic control measures vital for electrical workers to execute their tasks. Remarkably, his team achieved zero lost workdays amidst the island's devastation, a testament to their diligence and expertise.

Mr. Torres's role extended beyond immediate recovery efforts. He organized and established the traffic control division for The Army Corps of Engineers from scratch, hiring, training, and certifying 88 traffic controllers to operate across Puerto Rico. This initiative underscored his leadership and dedication to enhancing safety on the island.

As the emergency phase concluded, Mr. Torres chose to remain in Puerto Rico, founding Traffic Control PR, LLC. He re-employed many of the traffic controllers no longer required by The Army Corps of Engineers, thus ensuring that their skills and experience continued to benefit the island.
